As prime, UDCE led the design team in the creation and implementation of the Phase 2 Master Streetscape Plan for 7th Street. Phase 2 improved pedestrian, bicycle and transit connections around the West Oakland BART Station. The project also completed an important Bay Trail connection. Design elements included streetscape improvements, sidewalk bulb-outs, signalization, striping, paving, sidewalk, curb ramps, and stormwater management.

The team's scope included field survey, civil engineering, landscape architecture, and electrical engineering for streetlights. Planning and documents for Phase 2 included base mapping, traffic analysis, traffic roundabout analysis, and design for this historic, transit-oriented, mixed-use district.
